93 camry with high rpm

Hello: I have a 93 4cylinder camry. I was recently driving to work with this vehicle and after arriving there, I noticed the Idle was around 2400 rpm and would not drop. Looked over the forum and decided to take off the throttle body yesterday and clean all that I could. I have don this in the past, so it was fairly clean, no surprises. I did notice when it is running, that the throttle is completely closed. I looked for and did not find any vacuum leaks. Seemed to me to be a sensor. What should I be looking for.

Any help would be appreciated.
