Jump terminals E1 and TE1 at the diagnostic port, then turn the key to ON, but do not start the engine. If no codes the CEL will flash continuously. IF a code is stored it will flash the first digit of the code, pause, then flash the second digit. Then look up the code either online or in your Haynes manual (page 6-6).

Okay I stuck a paper clip going fro E1 to TE1 and I click the ignition to "ON" and the check engine light along with the airbag sensor and other sensors just stayed on.
I also noticed a beige goo inside the terminals, no idea if that's supposed to be there or not.
I was getting this code intermittently, cleaned throttle body and haven't had it since. Does that make sense?
If your throttle body was dirty and the ports for the EGR circuit was plugged, it is entirely possible; however, depending on how you clean the throttle body, the cleaner might also have reach the EGR circuits and free them up. Hard to say!
I was just taking a guess on the VSV, since that is the most common cause on the 5sfe for code 71.
I was poking around by my intake and there was a small hose on a little spout that wasn't on completely so I slipped it on, and.... no more check engine light? Yep
