The previous owner of my car spilled water from a fish filled tub so you can imagine what it smelled like. I just mixed 2 tbsp baking soda + 1/2 cap bleach + 1 liter water solution and just massaged the affected area with this during summer and dried it under the afternoon sun. In the morning, the smell was gone. I massaged the whole interior then to get rid of the greasy smell. I've been doin' this for about 15 years by now.

Won't the bleach remove the dye from the material? Like the seats or carpet?
as already suggested, clean everything including the headliner and make sure it all drys out thoroughly. Then get an ozone treatment done by a professional. There is likely a lot of mold in the car, including the heater and A/C cores from the car being left in a damp garage undriven for extended periods.
