94 camry change, after putting in new distrubutor....

i just got a new distrubutor put in my 94 camry 2.2 LE, and i noticed now when i accelerate abrutly it kind of stutters before it "catches" on and actually moves, i thought maybe it might be a transmission problem, but it does the same thing when the car is stopped and in neutral, so i would assume that would rule out trans problem, could this be a timing issue?

Yes it could be a timing issue. What was the original reason you were changing the distributor?

the car did not want to start, it was turning over but would not start, it wasent the battery, or timing belt, so after taking it to a electrician, he told me it was the distrubutor, so i went ahead and got it changed and it solveed the problem and have been starting fine ever since, the only problem was this issue with the stuttering, im assuming the mechanic didt set the timing right? its supposed to be at 10 degrees correct?

Yes, 10 degrees BTDC with TE1 and E1 in the diagnostic terminal connected together with a wire or even a paper clip. There is a generation 3 Toyota technical service manual stickied at the top of the Toyota Camry forum over at AutomotiveForums.com. It is available as a free download. I suggest you go over there and download the complete manual. The ignition system section (IG) will have the whole timing procedure. The manual is actually from a 94.
