Cold Idle issue on v-6

V-6 Imz 1999, and everything was fine in temps of 50 and higher,,, now that the cold is here,,, at startup, there is NO detectable High idle and often the motor will stall at intiial startup,, but yet re-start with the prompt of the starter and pushing of the footpedal.
So going around the block once will then be ok to let off the gas pedal, and an idle is fine,,, but does anyone know...

1. What the high idle specs on a 99 v-6 suposed to be??? Cold

2. What electronic component is the idle actuactor, and does it have a failure in cold weather starts at this stage of the game?

This is likely indicative of a too lean mixture at cold startup. Check for intake air leaks on the hoses, the ECTS sensor being deffective, the MAF or MAP sensor (not sure which one your engine has.)
