P0401 EGR insufficient Code

A while ago, during some very cold and snowy weather, the check engine light came on. Yesterday, I borrowed a code scanner and got- P0401 Exhaust Gas Recirculation Flow Insuffiicent. I cleared the code and so far, the light has not come back. Could this have been triggered by the cold weather? If there is a problem, does this mean cleaning/replacing the EGR valve? The car has been running fine with no apparent loss of power or fuel economy. By the way, it's a '98 4-cyl, 117,000 miles.

I got the same code a little over a month ago. I don't think it's related to cold weather. My EGR valve was clean and fully operational. Someone on here sent me instructions to checking the VSV sensor but I never got around to it.
