For your speedo problem: Check your speedo cable, make sure that it's properly plugged into the cluster, and if it is, then pull it out of the cluster and try to turn it. It shouldn't turn. If it does, then the cable is broken or the speedo drive or driven gear in the tranny is stripped. If it doesn't turn, it's your speedo.
For your brake lights: You said you checked some fuses. Check ALL of them if you don't know which one controls what. If fuses good, check if you have power at the brake light bulb socket bottoms. Make sure that the ground that you use for testing is good ( check continuity to another ground ). If power is present at sockets, check continuity from the side of the sockets to ground. If ground ok, replace bulbs ( NOT likely ). If NO power at sockets, check the lamp failure warning module ( in the trunk on the outside of the left trunk hinge bracket). I'm not 100% sure that it CAN cause this, but all the light wires appear to pass through it and it's really easy to get at. Swap it with a known good one from a buddy's Camry to test. If still no fix, check brake light switch. If good, then you've got to rip into the harness. Have fun with that...
BTW, there are 2 different lamp failure modules, one for red trunk panel and one for black panel/95-96. Either will work for a test, but replace with the right one or the warning light in the cluster will be on, and also Toyota wants about $200 each.
