Lights Pulseate (flicker)

my '98 camry lights pulseate (filcker), I can see it when at idle or with the rpms up.
I can see it in my headlights, dome light and instrument lights. It is not bad.... but it is noticeable.
there are no problems with the car... IE:starting
Any thoughts???

Voltage regulator is my guess. For my 70 stang (fixeruper ) had alot of electronic stuff replaced after some of it fried and a short while after driving it I noticed the same exact thing among all the lights. He told me to replace the part and its worked ever since.



Sorry but similar issue, when ever I roll the windows down or up while driving at night, I notice my headlights dramatically dim (bout 30% less?). Anyone might have a clue?
