Wiper stalk control arm

I have a 1994 Camry Wagon LE.

The wipers themselves seem to work fine. The washer fluid is delivered very intermittently. I was hoping that the washer pump had failed. I removed the pump and tested it and both pump seem to be working. I put the pump back in the car. At first - it seemed to work. I could here the pump work - with someone else in the car pressing the button. Then this was stopped. Basically, it was behaving erratically.

I am moving toward the idea that something in the wiper control arm has failed. Does this seem plausible? I haven't found a lot of information on how to check or replace this piece. Goes anyone have experience in this?

Check for power and ground at the connector to the pump. If you have both then the pump still maybe your problem. Otherwise, you may have to take the steering column covers off to test the switch.
