any autoparts store would, or ebay. but are you looking for OEM or just some aftermarket ones? i also happen to have one of the few JDM gracia bumpers in the u.s. and am trying to sell it. and it has OEM yellow fogs.
That bumper is awesome.
You know what really sucks. I just got my fogs on my 2000 camry. Got the bezels, painted them, cut the bumper, installed the switch.
I went out to dinner, and someone fricking hit my car with their ford and tore most of my bumper off. I'd consider your bumper, but I don't think it would be an exact fit for a 2000 camry.
Plus the OEM fog lights are white and not yellow. They are Hella lights.
this bumper is kinda weird...it fits the 97-99 headlights and markers...but not the bottom. teh TRD lip kit fits teh same on the JDM bumper as it does on teh 00-01. plus soem of teh mounting points are not the same.

ebay has them for cheap. i got nokya jdm yellow fog light bulbs and high beams. just type in your bulb and jdm yellow bulbs. nokya is the way to go way more brighter and brilliant yellow then luminics. for my car i had 9005 and h3 bulbs to buy. 9.99 ea.
skuttduck answer is yes to both questions, but the OEM foglight USDM bumper are hard to come by just like the garcia one. For you all you have ot do is chnage the bulb out with a 3k one

The OEM fog lights for the 2000 camry does not require a special bumper. I thought that too. I bought my OEM kit from a guy on ebay. Then I had to buy the switch, the bezels, and brackets from elsewhere.
You cut about 4 inches from the original bumper, and then the plastic bezels go on over them, making it look like a special bumper.
Only thing I had to do was to paint the bezels, and fortunately car quest had the color paint I needed to match my antique sage pearl (gray) camry.
The original poster could go the route I did, and then change out the hella lights with yellow lights, or they could get the Gracia bumper.
Even though the kit on ebay is for a 2000 camry, the guy who the seller put me in contact with installed it on 1999 camry.
^ i think that would be the best decision aside from buying a whole bumper. but i only like the look of OEM looking foglights. so that doesnt leave to many options.
