I would never recommend reusing head bolts. After the first time you torque a bolt, it stretches slightly. When you use the bolt, and even if you retorque it, there's a greater chance that it'll break.
As for your second question, there are a couple of different options you could do in terms of using the timing or fuel/air mixture to adjust the tuning of these engines. You could adjust the timing via the distributor or pop the top off the mass air flow sensor and adjust the gear a few notches. I don't remember the exact direction or now many notches, so I recommend searching for these posts.
