01 Camry 5SFE Steering

I did a search and got some ideas as to what's wrong, but the symptoms I'm having are a little different.

My power steering occasionally locks up while driving. It would let me turn the wheel once then lock up, and I would gently keep moving it in that direction to make it turn all the way. This happened twice to me today on the road which made it very difficult to get home.

Conditions: Very heavy rain, and lots of dips full of water. Th car has been modified with Tein springs, and Tokico shocks. Everything else is stock.

I've checked the power steering fluid and it's right where it should be. When I got home I turned the wheel all the way from the left to the right and back with no problems. I've observed the steering locks up when going through a deep puddle.

Any ideas will be helpful, thanks.

Locks up or the PS stops working but you can still steer?

Check the PS belt.

The belts were fine. Apparently some water got into the steering system (idk which part). Gently moving the wheel little by little took care of the problem. Now I will be avoiding deep water as much as possible, but it's good to know what to do when stuff like that happens.
