Load hesitation and chug!

Started with thinking it was the transmission, it wasnt. Anything beyond very light pressure on the pedal results in the acceleration and rpms becoming stagnant. Go back to light pressure and it accelerates fine. Chugs under load, as in going up hills.

New fuel filter, trans is fine, seafoamed 2x, cleaned air intake, toyota diagnostics revealed nothing, no CEL. Performed the toyota diagnostic mode on the car and got nothing.

Checking sparkplugs, rotor, cap.....Although these were all changed only 20K ago.

At about 3krpm in P, results in a woosh or sucking sound coming from hood. Could be a vaccuum leak or jus the air intake, dont know.

I am leaning towards iac or tps. Thoughts?

I think I would concentrate on the abnormal whoosh sound first to figure out what that is. How does the engine behave when rev'ed while in P besides the whoosh sound? Remove the air filter temporarily and try it.

Missing under load is usually caused by faulty ingition system components. I would check all of those before moving on to anything else. You didn't mention checking the plug wires. Do that with a digital volt/ohmeter. Also, check the coil inside the distributor. You will need the meter again for that along with the specs from any manual. Also, inspect the coil for hairline cracks.

There are Toyota factory service manual stickied at the top of the Camry forum over at AutomotiveForums.com. They are available to download for free. Download the generation 3 manual and use it for troubleshooting.
