95 Camry fan constant on when plug is unplug

My friend has a 95 Camry 2dr. She had a broken radiator and so we replaced it. We found out the lower radiator hose was not even warm when the gauge temp was close to overheating. So we changed out the thermostat and now the thermostat is opening properly, the hose gets hot but the fan won't turn on. Both fans spin when I test by putting power to the harness. When I unplug the plug on top of the radiator on the driver side and the car is turned on the fan would come on and stay on. Now, is the radiator sensor broken or this is an electrical issue. Please help. Thanks.

If you are unplugging the wiring connector to the coolant temp sensor on the radiator itself the fans will come on. This is opposite of what you would think.

well its a safeguard in case the sensors fail. if the ecu doesnt get any voltage from the sensors the fans will run anytime the ignition is on.

there are 2 coolant sensors, one on the bottom of the radiator itself and one on the upper housing near the cylinder head.

also check the ecu fuse and all fan related fuses and relays.
