Speedometer rising to 140+ mph...even at a dead stop.~lulz~

Have any of you had this issue?/What do I need to fix?

I was driving the other day and it did it once, now it does it almost all the time. I can apply the brakes and the speedometer will go back down but it doesnt always go down where it should~ ie: I was driving 25 mph in a school zone (by the radar sign on the side of the road) and it dropped from 140+ to 80 mph when I hit the brakes from 30 mph to 25 mph.

Normally I wouldn't worry and just disconnect/fix it when I have time (the weekend) but I have noticed my gas mileage decrease and when I try to accelerate on the highway from say 65 to 70 it feels sluggish like it is running overly rich.

My main concern is that the ECU REALLY THINKS I'm driving 140 mph and is compensating for it.- make sense? Maybe it's just psychosomatic?

PS- I've already checked the nut behind the wheel and it's damaged but not broken.

Bro I've given all kinds of advice on this site and many others. Bottom line is that people aren't as helpful in return.- ie both of your advice "check the speed sensor" NS Sherlock (thats pretty obvious) but check it for what? You guys can easily say things like that but you leave out valuable information as well and wonder why others are frustrated.
