power steering slips when wet

I've noticed when driving my wife's car that the power steering quits when it is wet out. I am assuming that the belt gets wet and slips. The belt is not terribly old (at least in my estimation) and it seems to be at the correct tension. In fact, I feel that it is a little too tight, having tightened it up in an attempt to fix the problem, but without success. The belt appears in good shape- no cracks or obvious wear. Is this just something that comes from the pump being so low to the ground?

The belt could be glazed. Check for glazing of the belt and pulleys.

The glazed belt would be easy to fix, and cheap enough to try, but what would I do about the pulleys?
