94 camry V6 LE radiator FAN always running???

i've noticed my 94 camry V6 LE radiator hydraulic fan always running, as soon as the engine starts, at very low speed though, is that normal? the needle on dash is a little below half (middle) even when the engine is at normal operating temperature.

if the ignition key is at on, radiator fan is not running, only running when the engine running.

it runs off the power steering pump. it's normal and it works great. i have 2 94 v6 camrys and when it leaks it's a breeze to fix. just change the filter every now and then and you'll be fine

the filter is on the radiator it's the only peice there that is not a hose.
