this is a first time thing for me trying to change the gas filter on a 1998 Toyota Camry 5f-SE 2.2l CAL emissions. i just dont want to get raped at the dealer.
I have located the engine gas filter behind the airfilter but am looking for some steps on how to replace?? What exactly has to be removed to get to the top and bottom nut?

the top of the air filter box has to be removed, along with the tube to the throttlebody and the plastic container dangling underneath. the two electric connections should be disconnected along with those two rubber vacuum lines as well so those parts can be removed. you probably will have to also raise the vehicle, remove the wheel and inner plastic liner to gain better access to the bottom of the filter.
i would highly suggest soaking the connections of the filter with something like Pb blaster and use flare nut wrenches on the lines to disconnect them. use two wrenches on the bottom connection! one to hold the filter, and the other to loosen the bolt. dont want to kink the fuel line.
Son of a gun there's a lot of extra hoses on the air intake for California.
What he said above, take off the air intake to create working space. First relieve the fuel pressure, then loosen the bottom fitting on the filter, and then the top one (17mm). Once the fuel fittings are loose, loosen the bolts holding the filter to the fender.

Get the mechanic to do it :P Do everything else yaself LOL, I tried many times... only way I could see was from underneath with someone helping at the top. Pain in the royal arse for sure.
yeah...this was one of those jobs i let the mechanic do, simply because of lack of tools and patience... the fuel filter is a pain to work with.
one of the important things as mentioned is relieve the pressure...that can be done by removing the gas cap.

Sure, just to be safe, also crank the engine with the EFI fuse (5Amp) pulled. Leave the gas cap loose while working, and exercise all fuel related precautions (static electricity, water heater, etc)

There have been reports of the lower nut seizing and that results in twisted fuel pipe, and looks like you do have corrosion there. So follow what others said, PB Blast it and use the correct sized flare nut wrench.
In fact, if you have access to flare nut crowfeet, use a torque wrench to tighten. If you don't already have a torque wrench, the <$15 ones at Harbor Freight work well. You might need a small extension depending on crowfoot and wrench.
Again, PB Blast it and be very careful with that lower fuel pipe.

Yes, follow what everybody here is saying. Me and a buddy of mine just spent 5 days replacing my fuel filter, reason being is that the bottom nut would absolutely NOT come off, which led to the kinking of my fuel line. In turn I had to buy a new fuel line from Toyota, which cost me $56.
So soak both top and bottom nuts with any type of bolt buster (I used Seafoam Deep Creep), disconnect the negative cable from your battery, remove the air filter assembly, loosen your gas cap to release any pressure in the fuel system (but remember to put it back on after finally replacing the gas filter, before starting your car.) Good luck!
