It's not a new bumper, you will need to cut your original bumper to install the OEM fog light kit. There is a 2000 camry fog light kit on Ebay. This works on the Pre 2000 models.

In addition the fog light kit, you need to buy the Bezels, paint the bezels to match your bumper, a fog light switch and a set of fog light brackets.

The install isn't all too bad, there is some wiring you will need to do that is in the instructions. You will need to run the wires through the firewall by taking off the drivers side fender liner, and then run the wires up next to the steering wheel.

how hard/much work it is depends on the route you choose. you can get some cheapy store bought fogs and figure out a place ya want them mounted as most people do. get the bezzels and fogs as he suggested, or look hard for a JDM gracia bumper, which has fogs stock.
