I gave my 93 camry to my gf. Anyway, she is unable to start the car due to the key not turning when she put it in the ignition.
I am assuming that the ignition lock cylinder is messed up or the key is way too worn to turn the cylinder. The car was bought used many years ago and I do not think it is worth to get an original key from Toyota via VIN cos I thin that will cost about 100$ and i might find out that the lock cylinder is messed up.
That being said, I search around and i think that the best option is to replace the ignition lock cylinder. It's about $40 new off eBay.
Are the instructions below right? How hard is it to fix or replace it?

i know this is the obvious question and im sure you already checked this but i have to ask, have you tried turning the steering while trying to turn the key?
the camry is equipped with lock steering. to unlock the steering and to be able to turn the key to start the car, you have to turn the steering wheel then turn the key.
i know you probably already did this, but i actually know someone who owned a camry for years and didnt know you can lock the steering. just so happened one time she turned the steering wheel when she got out after the car was off and was unaware they just locked the steering. she ended up with the same problem you have. but again, sorry if i am pointing out the obvious.
just as an FYI, it cost me 17 dollars at the local dealer to cut a key from VIN info.
granted, i don't think that'll solve your problem, as it sounds like more of the ignition lock issue.

dang, that is cheap. From what i heard, it was 100 or around that ball park.
The key is $10 at the dealer...... God knows, I've had about 10 made over the last 2 years for friends and family. The fucking transponder keys int he newer cars are only $50.

one thing to keep in mind though is that when i got my key cut last year they were not sure if the computer even still had info on and i quote the tech guy "such an old" (1995) car, but then again it could've been just the dealer.

1997 Toyota Camry Key Wont turn, Ignition Lock problem -1997 toyota camry FIXED!!! I see a lot of Douches with a capital D trying to charge people to fix this extremely common issue with this Camry ignition cylinder. OK pull the plastic guard off encasing the steering column. Get a phillips head screwdriver and remove the 2 screws holding the little off-white connector at the rear of the module(it has the wires to the ignition running to it). Get a pair of pliers or a small crescent wrench and while trying to turn the key use the wrench to turn the little rod sticking out of the back of the module. Make sure your turning it WITH the direction the key is trying to turn it. It should immediate be freed. Wala IT WORKS! AND THATS WHY PEOPLE DONT TRUST MECHANICS! HOW CAN YOU CHARGE SOMEONE FOR THAT INFO?
