There's four 14 mm bolts that hold the mount to the transaxle. The single 12mm bolt with the large washer (in your picture) is a safety catch. If the rubber mount breaks or separates from the plate fastened to the transaxle or the plate mounted to the frame, the safety bolt will keep transaxle is its proper location, not forever though. If the rubber mount is separated or damaged you should replace it as soon as possible.
The safety bolt can only be tightened so far, the large washer will never make it down as far as the plate. If it did, you'd loose the vibration buffer the rubber mount is intended to provide.
