You're 14 and you drive?

Did you check the power steering fluid level? Usually when it 'whines', it means it's low on fluid. Then you got to ask yourself, why is the fluid low? Means you probably have a slow leak somewhere.

What kind of noise? If it's a screech is caused by the power steering belt slipping, but one would assume it'd only squeal when you initially turn and not on the return, unless you're parking.

check your powersteering belt for lose tension.. my car did on me last week for squezing noise.. after i have the engine off (cold), re-check PS's belt tension. it was a little loose, and I retight the powersteering belt. the problem went away.

if you have your engine off( engine cold), have proper jack supports... go underneath, use your fingers press to see if the tension lose... that is one way to check your powerbelt to see if the tension lose.

if your powerbelt tension was not lose, then it could be your powerstering belt pump itself. you can listen the sound to see if it come from the powersteering pump was the problem... have your engine turn on in Parking (P), then open the hood...just have someone to assist you by turning the steering to see if you can heard the noise come from the Powersteering pump itself.

post back what you find and we try to narrow down the problem...

Check all the bolts holding the rack and pinion to the car for tightness.

^^ +1, check to see if it does it on both sides. If so, check the rack and pinion bolts to see if they are tightened to specs.
