1997 Camry power door lock problem

I have a 97 camry le with the 2.2L 4cyl. It has a TDS alarm system on it (was installed in the car when I bought it used recently). Today when I hit the unlock button on the remote, the driver side door did not unlock. I unlocked it with the key and got in the car, and hit the lock button on the remote to see what would happen, and the door lock on the inside of the door tried to move, but didn't move enough to lock the door. when I hit the unlock button on the remote, again the lock tried to move a little. however when I start the car and put it into reverse, the door locked fine.

what do you think the problem is? time to put in a new driver door lock actuator?

i did some more testing and it only doesn't move the lock enough when the car is off. because when the engine is off, the power door switch on the door has the same problem of not wanting to move the door lock enough. when i turn the engine on, the power door switch operates fine. so what do you think it is? grounding problem?
