4th Generation 99 Camry No Start ???

I have a 99 that died while driving down the freeway. After towing home and some testing these are the results; No power at fuel pump, hotwired fuel pump good, EFI fuse good, fuel pump fuse good, EFI & Circuit opening relay good, car will start with starting fluid spayed in the air intake. From my research the only thing that inhibits fuel system is camshaft position sensor. I ohm'd it and it was within specs. I imagine that it could still be bad even though the ohm's are good but I didnt want to just throw parts at it. Any ideas?? Am I on the right track?

Yes I forgot to mention I jumpered the circuit opening relay and the fuel pump will pump but still no start. Something is ihibiting the injectors from firing.

Pull the wire harness connector off one of the fuel injectors and see if there's 5 volts reference with the key on. If there is, then the ECU is not firing the injectors. Maybe sensor related. CEL on? A bad crank position sensor could keep it from starting.

4th Generation Update

I just tried a new camshaft position sensor and that didn't help. i will have to check the injector for the 5 volt reference next. Thanks

The crank shaft position sensor controls spark right? It will start will starter fluid. The CEL is not on from what I cant tell. The battery died as I towed it home. I tried to pull the codes and got nothing. Which is odd because I have had an EVAP leak code forever p0446

Question Update on no start

Tested all electrical for the fuel pump and it is working. It is pumping and I have pressure at the fuel rail. I suspected the camshaft position sensor but I swapped it for a known good and no change. I checked the EFI fuse and Relay and I have power there and the relay is working. I checked the voltage at the injector with the key on and it showed 12.33 volts. It seems to me that the injectors just are not firing. ECM?? Any ideas??
