96 V6 camry lurches through 1st and 2nd gear?

My friend has a 96 Camry and whenever you push the gas from a start it will accelerate for about 1 sec then cut out for 1 sec and then start accelerating again and just jump back and forth. It does this until about 30 or 40mph and whenever the transmission downshifts at highway speeds. I got it up to about 35mph in reverse quickly with no problems. What could be causing this? Thanks

Unplug all wire connections to the transmission checking for corrosion and that the connectors seat fully. Could be a failing torque converter lock-up solenoid.
