4th Generation Shaking steering wheel - help please

I'm not sure what might be the cause of this, but what I am noticing is that on the fwy going between 60-75mph and going over small little constant bumps on the road my entire steering wheel is shaking. When the fwy has smooth roads at the same speeds, I do not have the shaking through the steering wheel.

I don't think this is a wheel balancing issue, but i'm not sure what could be the cause of this

Mileage: 139,0000
1998 Camry 4cyl
Front struts where changed not to long ago.

Oh and also forgot to mention during low speed right or left turns, I can feel my steering wheel kind of wobble back and forth through the turn until i straight out.

Any ideas on this as well?

Take it to a shop and have the front end inspected. They will start with balance, tread wear, tire pressure, loose, bent, or worn sterring and suapension components. It pretty much has to be in one or more of those items. I had what I thought was a balance problem. Turned out to be the wavy new pavement on a particular piece of hwy I drive on most days along with tire pressures a bit too high and the wheelbase all added together. It set up a harmonics that felt like a balance problem. Hit the next stretch of pavement and it would go away.

Bad tie rod ends? Inner steering rack ends? But particularly if you have a shimmy at a certain speed, there is a tire/wheel issue. Inspect tires and wheels maybe next time you have them off.
