Does it go down? Do you hear any wirring noise from the motor? If not, my guess is it is probably the regulator. That is one of THE MOST common failures on camry's for some reason. That and the power antennas. You'll need to get a power window regulator from ebay or werever you like. Here is a DIY: DIY Replace Window Regulator - Camry 92-96 & Equivalent Models
It should be a very similar procedure for your car.
P.S. I notice that you are new to this forum, the search function would have helped in this case as like I previously stated, this is one of the most common problems present on Cam's and has been covered a lot of times on this forum... The search function is your second best friend, after all of the members of course!!

Another really common problem with the Camry (at least on the GEN 3 Camry) is that the insulation on the wires carrying power to the window motor gets brittle and the wires either break due to the flexing when the door is opened and closed or the wires short out. I have had both happen on my Camry. The location for this failure is inside the rubber boot.
To determine if this is the problem, unplug the window motor and apply 12VDC to the motor to see if the motor goes up and down. I used a 12VDC power supply for this - you need one that can supply 3-4 amps. If window motor works when applying power directly to the motor, then it is a very good probability that one or more of the wires are broken inside the rubber boot.
To fix the problem, I simply cut out the bad section of wire and soldered in a new one and used heat shrink tubing to insulate the solder joints. I have cut out bad wire on all four doors on my 1996 Camry. One of the wires actually shorted out and blew a fuse which was very difficult to find - I had to get a wiring diagram from the Toyota dealership to locate the fuse.

Also... I forgot to mention that the window moves either way up or down after some time ( after say 15 min or some time it takes hours to move) and / or may be when I switch off and restart the car.

My gen3 camry lets me know if my windows will work or not the moment I turn the key to ON for electrics
If windows work, great
If they don't I turn it off and try again but now my finger is already pressing the power window down before I turn the car on
Works and stays working for until I turn off the car

I've had this problems on other cars as well as my 93 Camry. If neither the driver or passengers switch allows it to move up or down then the odds are great that it is localized to the regulator. Specifically the motors' brushes. If you REALLY want to try and save money you can take it to a shop that repairs electric motors. It a VERY common (ND) Nippon Denso motor.

For image 3, grab a flathead and press the inner circle in. It should be able to be pryed out easily then with a flathead. As far as the door handle it can be a bit tricky. I see there is already a piece missing from the center but you need to pry around the handle to get it to pop out...I replaced the window regulator last week and used the following guide to remove the door panel
The handle assembly is basically clipped on, you need to pry at the clips as shown in the pictures. Be gentle, not too much force! Its more a matter of location than pressure.
Also once all the screws and clips are removed, the panel comes off easier if you start banging and pulling it from the bottom of the door.
