Low Beam Headlights INOP

I have a 99 Camry. The low beam headlights do not work. The high beams work just fine; both in the flash position and the high position.

I checked the combination switch, and it seems to be working as advertised in the Haynes manual.

Both the DRL relay and the Head relay seem to be operating satisfactorily. I know they are good because I swapped the relays and the problem remains the same.

It looks like the integration relay may be the culprit, but I need to test it before I swap it out. My problem is this: the Haynes manuals are not thorough enough in the headlight section.

Can anyone provide me with an accurate wiring diagram for this car?

Can anyone provide me with an indication of where to find the "Integration Relay"?

99's user H4 H/L bulbs correct?

Could it just be that both the low beam just burnt out?
It would seem odd that they happened at the same time, but it would be worth a check.

I checked for power at the bulb jack. No power = good bulbs.
