Major problem: how to make federal head to fit CA spec intake

Hi guys, I really need help on my 1997 Camry. The engine finally gave out after 211k miles. Owned the car since new and I guess it had to go sometime. I bought a longblock from a 98 w/ 130k and it was the Federal spec, not the CA that I need. I was considering using my old head but am not sure if its still good. I spun a rod bearing and the rod went thru the block, so the piston might've hit the head.
Now, I started to disassemble the 97 intake and saw that there is a tube that the 98 non CA head didn't have. Looks like it could be a vacumm tube or vent tube from the head to the EGR valve. I was thinking of having a machine shop tap the 98 head to fit the valve. Does anyone know if that would work? what else do I need to do to make the CA intake fit the fed. head? thanks in advance.
