OBD-II started in 1996. Look at the underhood emissions decal for the exact standard used in your car.
You can go to Autozone (or other participating parts store) to read the code
free, or you can buy one of these $59.99 OBD-II/CAN Reader. It's better to get a CAN because it's compatible with newer cars.
