headlight problem

hello everybody here on TN,

i have a problem. one of my headlights do not work.i have checked the headlight fuses (both fine) and even changed out bulbs with known working ones. still same.

i can not get my Pass. side headlight to work(low beam) and both side of high beams do not work either

my driver side low beam works fine

i get 12 volts to the bulbs on low beam driver side and 10 volts to pass. side low beam

i get 12 volts on high beam driver side at both pins(of connector)

im not sure what to do.
any help or advice. maybe passed experiences would be very appreciated

how many relays and where are they located?

is it labeled "Head"? located next to "horn" in the fuse box under the hood
how do you check it?

i removed what i believe to be a relay for the headlights (labeled "HEAD") and the contacts appear to be ok. not dirty / burnt
and once re-connected it it made a click sound.

they say easiest way to "check" relay is to give it a knock or a tap on running engine and see if relay changes its state (if it was stuck in e.g. close/open position). also double check all fuses with a tester, pay attention to the square ones with transparent plastic window on top (slow acting fuses) - those may simply be in need of replacement as they can do strange things when close to blowing out.
