If you have a multimeter or a test light you can check that the fuel pump is getting power. I'm not sure on the 94 wagon, but my 96 LE has a fuel pump access panel under the rear seat, I don't remember the wiring but there will be either two or four wires, I think four. Two of them will be for the fuel meter, the other two for the pump, the meter and pump both have a +12volt and ground wire, so two of them should be getting +12V.
If not than it's time to check the relay, it should be under the hood in the fuse box IIRC, It should have a diagram on the side of it's casing, a relay has two separate circuits one will look like an open switch (broken circuit) and the other will have a spirally coil looking picture, check that one of the contacts in the fuse box for the circuit with the coil gets +12volts when the key is turned and the other is connected to ground, if it is getting power suspect the relay (you can put +12v and ground across the two contacts for the coil circuit and see if it clicks, or you can just bang on it when your friend turns the key, or swap it with anouther relay of the same type)
If the relay isn't getting power then check the fuse, actually just check the fuse now because it's quick to check.
