As stated earlier this usually happens to rigs... When I see some remaining tread on the highway I usually take my CB and warn the truckers with the location. Truckers call'em "Gators". For cars it's not a problem, but for rigs, there's a vacuum between the tractor and trailer so gators can get sucked in and can cut the brake hoses!! Now a days they install plate for protection, but I still give the warning, never too safe

Try to contact Cooper Tire (send them pics) about this and see will they do something about this (if they are not going to do anything, report to NHTSA)... I have heard many stories on these cooper tires and i would avoid them until they have better quality... glad nobody was injured!

so far repairs are going smoothly, now i just need to repaint the red bumper i scored from a salvage yard. the repairs arent perfect as you can see in the reflactions, but good enough for this car!

but it does bug me the rocker panel is bent up and there isnt an easy way of fixing this.

Eh, it happens. I've had tread separation from old used tires before, and I've had tread separation from 4 year old michelins before. I suspect the michelin tread separation was due to getting a leak in the tire that slowly caused it to go flat without me knowing, as we were on a long trip. In any event, it happens, gotta be prepared for it.

I'm fairly impressed with your painting and repair. Also, those painted stock wheels came out pretty nice. Theres just something I love about a seeing new tire mounted on a clean rim - maybe because of how often I chew through tires.
