That's a common problem on the 97-99 Camrys. The strut plate is the top part of the strut assembly. You have to remove the strut assembly form the car and compress the spring and then take the assembly apart to remove the uppper strut plate. You will need a manual to show you how to do this. If you don't have one, you can download a Toyota factory service manual for free at the top of the Camry forum over at AutomotiveForums.com. Download the generation 4 manual. The procedure will be in the suspension section.
