Electrical work is a tough one, especially if you don't know what those wires are for. I've been under the driver side dash a lot of times and those colors are used all over the place. If you can follow them and find out where they're connected to it'd help. Disconnect the battery first though so you don't accidently cross anything or damage something else.
Otherwise it'd be best for Toyota mechanic to fix the problem. I wouldn't take it to just any shop since there's cut wires, I only trust Toyota trained mechs to have the knowledge of what the wires should be going to, or atleast have the Toyota manufacturer's repair manual to look at.
Were those wires always like that? or was it recent?

^ that ordered list isn't clear. Wire colors should be labeled as the following:
Solid green with red stripe: G-R
Solid green with no stripes: G
Listing them: G-R, G
Specifically where are the wires under the driver side dash? Are they bundled together and just have a few pulled out and cut?
What do you mean by "split"? the rubber insulation is split? or the wire is cut?
Could it be that the corresponding cut wires are supposed to be connected?
The two reds sound like it's supposed to be one wire and the cut is breaking the loop.
