4th Generation Fresh Rebuild; Starting

Hey guys,
so i just finished doing a full rebuild. The motor is done and in the car. I am having a problem getting it started. It turns, but doesn't get moving on its own without the starter. Also, for some reason I am leaking fuel from the top of the fuel filter. How? I have no idea. It only leaks when I crank it. Is there washers or something that goes inbetween the lines and the bolt/filter? All new spark and coils. fuel injectors were cleaned. Dont know whats going on. brainstorm with me please. (02 1MZFE block with 97 heads)

yes there washers, check the timing. was it the vvti block?

it was the vvti block. blocked the oil hole for the vvti in the block. used all 97 components. crank is the same, timing belt from the 97. timing was checked and rechecked (and actually rechecked again). Well at least i know about the washers. I wonder if im not getting fuel pressure because of that, which is causing not enough fuel flow to the injectors. i will give that a try later today and see if thats the case. it sounds more than plausible.
