3rd Generation Need help identifying something

Hello, I need help identifying a "dust protector" on my 94 Camry 2.2L, there is this "rubber/plastic dust protector" black in color, really close to the firewall right behind and under the engine on the passenger side, it might be the dust protector for the steering wheels, but I want to be sure if it is for that.

It is broken in half and as far as what my dad have told me, if the dust protector for the wheels break, when dust gets inside, I would hear somekind of sound whenever I turn, but I don't, so I am guessing this protector is for something else, suspension maybe?

Any help identifying what this protector protects would be much appreciated, I just want to know if I should get it replaced asap or not, or it's too late already (which means I would have to replace the whole conpoent it is protecting), as far as I can tell, it looks like it has been broken for quite some time, because there's oil that looks dried up on the conpoent inside it.

PS: can anybody tell me what the plastic "dust protector" on the very front of the car, under the engine bay in the front, is called? it looks like somekind of cheap plastic and is now broken here and there, and I'd like to see if I can get any new ones from Toyota dealers, but I don't know what it is called, thank you.
