Yeah, like others said, if it goes away within 5 seconds or so, it's most likely leaky valve stem seals. And the reason it won't do it all the time is because it depends on a few things. If the leaking seal is on a valve that's open when the engine is stopped, the oil drips down on the piston and burns when the motor is started. If the valve is closed, and it's an exhaust valve, the oil won't drip into the cylinder quite as quickly, and when the motor is started, it simply blows it down the exhaust system where it burns off slowly as it gets hot enough to do so. So it eventually burns, but slowly so it's not so noticeable.
That's the explanation I've heard anyway. BTW, my Cam's been doing it for about 5 or 6 years now with no ill effects that I'm aware of.
The stalling is most likely unrelated. The oil burning could foul a plug I suppose, if it's bad enough.
