99 Camry Calif car with std O2 Sensors.

I have a 99 Camry with the 1MZ-FE engine. I purchased this car new in San Diego and I got a DTC of PO135. I ordered an Air/Fuel sensor (Expensive O2 sensor, required for California cars) and screwed it in to my Exhaust manifold and found that the plug was different. I did a little checking on-line and found that the car uses standard O2 sensors and does not use the much more expensive Air/Fuel Sensor, which is called for in California.

The car has not been modified and it has not even been back to the dealer since new. The only strange thing about this car is that it has a 5spd standard transmission with the V-6 engine. The under hood sticker says that it is certified for California. I wonder, does this car have non-California emissions because is was a low production model and still certified for California?
