4th Generation Shop forgot to rotate?

I noticed when my mom brought home my car from the shop for an oil change and rotation that the front tires in my '97 Camry were worn significantly more than the rear. Keep in mind that these tires were installed in January 08 and were just rotated(overdue). I think that they forgot to rotate them. The rear tires have no significant wear.

What's the likelihood that they forgot to rotate the tires?

I would first ask how many miles the car has been driven since January 08. If the car has been driven 20,000 miles or more, I wouldn't rotate them now. Tires left on the rear of front wheel drive cars too long have a tendancy to literally bounce. This bouncing will eventually cup the rear tires. You won't feel the cupping while those tires are still on the rear of the car, but rotate them to the front and you will really feel it. You may think the tech forgot to tighten the lug nuts. If the tires have been on there for a while it may be best just to leave them alone now. Just remember to ratate them more frequently when your mom get's a new set of tires.
