98 Corolla hard start and poor fuel mileage

Hi, my wife drives a 98 corolla that started getting terrible fuel mileage a couple of months ago. I did the simple maintenance of new plugs and an airfilter and it made no difference. Now (2 months later), the car will hardly start in the mornings. It turns and turns and finally starts but with very little power when it does turn over. The exhaust smells of gas and after a few minutes of warming up there is finally more pressure coming from the exhaust and the car starts to idle normally.

Any tips would be greatly appreciated.
