ASG14 wrote a good DIY on how to remove the instrument cluster on the GEN3 (92-96) Camry on this link. This would give you access to the tachometer light bulb.

DIY: Gen 3 "D" Bulb replacement

I am not sure if it is the same on the GEN4 (97-01) Camry though.

Similar to the gen3. Unscrew top 2 screws from the frame around gauge cluster. Remove that and unscrew the rest of the screws around the gauge cluster. Pull it out, disconnect wires, and replace the bulb behind the tach. There are several threads on how to disassemble the gauge cluster but I don't feel like searching.
