4th Generation 99 Camry Front seat belt problems

I have a 99 Camry & the front pillar seat belt bolt came out today on my son. I screwed the bolt back in but it doesn't want to swivel or go down to adjust the height of the driver's seat belt. Does anyone know if a bushing or something else might be missing when it fell out or do I have to install a whole new seat belt and/or shoulder belt anchor. Attached are some photos I took of the seat belt bolt/assembly for reference.

it looks like u have every thing there... try bring the bolt out some, mayb you just put in on to far you know. i'll take a look at mine, i've messed with mine, even taken them apart but it all just clipped back together for me... good luck.

I checked the driver's side and was going to take it off for comparison but I couldn't break it free with my 14mm socket. Didn't want to try to hard and break that side though. It would probably come off with my 1/2" drive socket. It looked like it had a gap in it behind the bolt and the bolt itself did not swivel when I swiveled the belt itself, just the white looking nylon washer under the bolt head. When I swiveled the driver's side, the bolt itself also wanted to turn. That's why I thought I might be missing some type of washer on it. Just has me stumped for right now.

Just to update the seat belt problem, I found out what the problem was. Somebody had apparently switched out the driver's side seat belt with a different one from the factory. It said 1999 on it and the other side said it was manufactured in 1998. When I inspected & compared them further, I found the bolt & brown plasctic spacer & metal sleeve on the bolt were also around 1/2 inch longer on the passenger side. The shorter bolt/spacer etc caused the seat belt to bind on the door pillar.

Now that I figured it out, I am going to check a wrecking yard to see if I can get another belt with the right length bolt, metal sleeve & plastic sleeve. I checked with Toyota and they want $265 for the new belt. All I really need is a new longer bolt, metal sleeve & plastic sleeve for the bolt to do the job. Don't know if there was some wantabee mechanic working on this car or not but they also had the wrong size wiper blades on the car, etc. People doing stuff they shouldn't do. I am just curious if the dealer changed out the orginal seat belt under warranty around 10 years ago or not & no one ever caught the problem. Will update fix later.
