USA need help with my 3 gen camry

hey guys I own 94 Camry with 160000 miles . lately its blowing blue and white smoke in the morning , after it worm up and I start driving it it seems like I'm pulling a heavy load for few seconds and blow more smoke then it drives good. it also does the same thing when I leave it ideal like in a traffic light or going to the gas station to get something.
the things that I notice:
#oil in Throttle Body
#last night the vacuem is spraes oil
#when I leave my foot on the gas and the car is on N or P it does not pass 4.5 RPM
I have this feeling it's 16 valve seals (it's I4) but why is there oil in the Throttle Body and is it possible to do it my self and with out taking the head of or the engine out the car cuse it will cost a lot of $$$ to do it in a shop and what kind of tools I need some one plz tell me what to do
thank you for reading

These engines are known for leaky valve seals, no big deal if it isn't consuming more than a quart every 3-5K miles. But you clearly have bigger problems if its sprays oil and won't go over 4.5k rpm.

it was a little difficult understanding what you wrote but from what I understood, it seems like you have a valve cover gasket leak alongside some other problems. as far as the valve cover gasket goes, it looks easy enough to do if you have some tools and patience. here is a dIY on the painting of it which can be used to see how you can remove it:

the gasket is right on there, you just need to scrape it off. use a specif kind of sealing compound (i forgot what it is called right now - sorry) after cleaning it without damaging it in any way.. you dont want to mess up the seal. then put in a new gasket and you are done. im sure your local dealership can give you some more advice. good luck man.. it looks like you have some work ahead of you.
