3rd Generation Broken front sway bar bracket, Gen 3 1995

I have a 1995 Camry with 215000 miles (North Eastern) on it. I was looking for the source of a thump in the front end. I came across the left front sway bar bracket was broken. With all the rust around the bracket and the bolts, I was wondering if anyone knows how to replaced these bolts with out breaking the bolts (12mm)? (I just replaced the rear sway bar bushings on my 2000 Camry and broke two bracket bolts very easily.) Looks impossible to drill out or repair a broken bolt as there is no room to work. If they break, I don't see a way to fix them. As for using heat, the rubber boot for the tie rod/power steering end and a body bushing are almost next to the bracket. If I did use heat, I would use a heat shield to protect the boot. I could see only the bolt head to heat not any threaded end. Any ideas how to remove the bolts with out breaking them?

Grab a can a of Seafoam Deep Creep or your preferred penetrating oil and hose the bolts down real good. Check on the bottom of the frame rail for a hole near the bolts. If there's one near the bolts, spray some in there too. Let it sit overnight and give it a try.
