Power Steering bracket wont go all the way up to tighten belt

I recently replaced my power steering belt, however when I tried to push the bracket all the way up to its original position to tighten the belt, I can only get it to go about half-way. I've tried prying it with a pry bar but I can't get up far enough.

Does anyone have any tips on how to do this? Thanks.

There is another bold on top (front) the Power steering belt. You have to loose that bold, before you can move PS up all the way..
Go camrystuff.com download the manual and looking steering section.. You will see the instruction and diagram what to remove Power Steering.

one bold on the bottom power steering and another bold in top (front) the power steering. u have to get that half way loose then u use pray bar to hold then tight the bottom bold bold first then front top bold.

make sure you have good support stand before u get under the car... you have to get under the car to perfom this job.

I didn't get under mine, just removed the wheel and a splash shield.
