4th Generation Brake and Steering Problem

For Camry 99 4 Cyl Automatic
Dear Experts i am reading this forum from a couple of months and it really helped me a lot. but i am unable to found about my weird situation.

It is like this and not happens all the time.

1. Sometimes when i Start car the Brake pedal is too hard (brake works good) but i have to push more gas for driving my car and it feels car has no power to run.
2. Due to this my gear shifting also effects because now it is not shifting to next gear (car is not smooth)

3. When this happens the Steering wheels become harder than usual.

4. another thing when brake pedal goes a little down (or become a little soft) car runs more smoother and gear shifting is very nice too.

Please help me to diagnose and fix this issue. i read from this forum and already seafoamed my vaccum system, please advise should i do it again?
One this more

Will appriciate all advises

brakes are dragging i guess, take the brakes apart and check for glazing, and that the slides are lubed.

since the car is stick shift, there may be the possibility that the rear brakes are over-adjusted or calipers are sticking if you haven't gotten a brake job in awhile

Well, sounds like your car is a safety hazard. Get it towed to a competent shop for diagnosis.

If you want to do some at home, try checking for vacuum leaks. Brake assist works on vacuum. If you have leaks brakes won't be effective.

Have a mechanically inclined friend attach a MityVac vacuum gauge to the EVAP port and you should see 17-22 in/Hg. For example, not something like 10-12 in/Hg.

Hard steering and brake pedal should happen only in an emergency, and should not be a normal occurrence as you drive.

In the US we can borrow MityVac vacuum pump from Autozone for free, as a part of their free loaner tool program. You use it to measure the amount of vacuum the engine pulls during normal operation.

I explained the principle, I'll let the others describe the details.
