Parking Lights Won't Function

Just wondering how I should diagnose/fix this problem. The other day, my front left corner light took a beating and got cracked. It was dangling for a bit but both parking lights functioned normally. After 30 minutes or so, both went out. I replaced the left corner housing and bulb and hooked it all up. My turn signals and emergency lights work, but when I turn the headlights on or leave the parking lights on, they will not turn on at all. Any ideas? The bulbs are fine, it's just that they don't flash when I unlock/lock the car, when I have the parking lights set to on, and when I have the headlights on. Once again, the turn signals and emergency modes work normally. Could it be a fuse? If so, how do I test that if I don't have a voltmeter?

Start pulling fuses, then replace the one that's blown. I've never needed a voltmeter to check for blown fues. All I need are needle nose pliers and my eyes.
