thank you Rusty9 for pointing out what was right in front of my face, now let me take the DTC Clearing instructions out to the garage and try my luck..

the timing has to be nearly perfect. ive always had the best results using the DLC under the hood as opposed to the one under the dash.

also use a length of wire that can reach directly from the battery post to the connector to make sure its an "absolute" ground.
