93 XLE - How to adjust the base idle??

1993 Camry XLE, how to adjust base idle??

I have the Chilton's manual and show a screw on top of the throttle body, but I can't find it on my car.

The problem is that the idle is too high.

My mechanic replaced the timing belt and after that the idle gradually started increasing, then he replaced the distributor and now the idle surges between 1500-2000 RPM.

Replaced coolant temperature sensor and still have the problem.

Any ideas to resolve my problem will be much appreciated.

Theres a screw under the butterfly valve/throttle cable connection.

It's actually more of a short stud with an allen head on the bottom, and a nut locking it in.

is this at cold start or when warm? cold start idle is about that high.

If this is warm idle, he probably screwed the timing during the belt job.
